3647364 - Error in Poland Withholding Tax Report CIT10Z generated in DRC

Symptom

During execution of Poland CIT10Z report in DRC (with report category PL_WHT_CIT10Z), the report generation ends with error: 

"Value is not of the min. required length 1" in Element Name "Wojewodztwo".

This field is mandatory in the XML report structure, and its absence causes the report generation to fail with an error.
