Symptom

SAP MaxDB can not be started. db_online fails with:

ERR-24806, ERR_NODISPATCHERSTART: cannot start Event Dispatcher
ERR-24655, ERR_BGS_START: Error starting background DBM Server sdb_ibgs_InternalEventDispatcher
ERR-24667, ERR_SHMBGSRVLYTEX: Line layout BGServer for background DBM server sdb_ibgs_InternalEventDispatcher already exists
