3648711 - "Failed to route document formID; retVal: -1" error when trying to route 360 form to completion

360 form cannot be routed to completion stage neither individually nor in mass due to error "Failed to route document formID; retVal: -1" 

SAP Successfactors 360 Multi-Rater

1. Log in to the system.
2. Go to Route Form tool and search for impacted form.
3. Attempt to route the form to the completed stage.
4. Observe that the form does not move to the completed stage and error "Failed to route document formID; retVal: -1" is displayed.

The modify stage is skipped completely (e.g. due to lack of EM - occurs with Executive Leadership users) and form goes straight to evaluation stage without rater list. 

Modify stage is required in 360 forms. Make sure to create a route map that has at least one modify stage step for all users.
