3648908 - Users are able to access and view the Performance Form through Executive Review

Users without the Performance Form in their inbox are still able to access and view it through Executive Review.

Steps to Reproduce

1. Log in as a user who does not have the Performance Form in their inbox.
2. Navigate to Compensation > Executive Review and open the relevant template.
3. Locate an employee row where the Performance Form column shows a hyperlink.
4. Click the hyperlink.
5. The Performance Form opens in read-only mode, showing the rating and content but without edit options.

This is expected behavior. When a worksheet is linked to a Performance Form, Executive Review provides visibility to the form via the hyperlink, even if the form is not in the user’s inbox. The system design allows users to view (read-only) but not edit the form. This behavior is confirmed in KBA 2672032 – How is a user's Performance Form visible to others in the Performance Inbox.

No action is required. The system is working as designed. Users can view Performance Forms through Executive Review in read-only mode to ensure performance data is available for compensation decisions, but they cannot modify the form.
