Symptom
Users without the Performance Form in their inbox are still able to access and view it through Executive Review.

Reproducing the Issue
Steps to Reproduce
- Log in as a user who does not have the Performance Form in their inbox.
- Navigate to Compensation > Executive Review and open the relevant template.
- Locate an employee row where the Performance Form column shows a hyperlink.
- Click the hyperlink.
- The Performance Form opens in read-only mode, showing the rating and content but without edit options.
Cause
This is expected behavior. When a worksheet is linked to a Performance Form, Executive Review provides visibility to the form via the hyperlink, even if the form is not in the user’s inbox. The system design allows users to view (read-only) but not edit the form. This behavior is confirmed in KBA 2672032 – How is a user's Performance Form visible to others in the Performance Inbox.
Resolution
No action is required. The system is working as designed. Users can view Performance Forms through Executive Review in read-only mode to ensure performance data is available for compensation decisions, but they cannot modify the form.
