If there is no child WBS created beforehand but the Plan Data Scope includes the WBS Element column in the import file, the error is returned.

For the WBS Element error: remove the X mark on the WBS Element column in the import file, or create a new WBS Element under the Project mentioned in the file in APP 'Project Planning'.
