3649413 - Manage Commodity Codes: Not Possible To Add/Edit/Delete

Symptom

In the Fiori app Manage Commodity Codes, users are not able to add, edit, or delete commodity codes. The app only displays existing entries but does not allow maintenance actions. Error observed when no Numbering Scheme Content is selected.
