3649522 - How to properly promote shortcuts from publications from one system to another?

Using Promotion management (PM web(CMC), PMW or CLI) , when promoting (Crystal) report shortcuts which were created from scheduled publications from a source to Target system, 

• The promotion job ends with a Partial success with the Failure tab showing error "Resolution Status=Copied. Dependency status=All the required dependencies were included, commit Status=Commit attempted and failed. 
• In BI Launchpad, when you double-click a shortcut that has been promoted, you get an error "The site can't be reached %2A%2A%2A%2A%2A%2A%2A&type=shortcut's DNS address could not be found" on new tab.
• In BI Launchpad and the CMC, when you right-click on Shortcut for context menu, there is NO View button to view the promoted shorcuts.  The same view option is available 
• The shortcuts are generated in the user inboxes as a result of crystal report publications which were scheduled to be created as shortcuts of the source document template.
