3649769 - "Error while determining the IANA time zone: No mapping to IANA time zone found for SAP time zone" occurs when creating a new user

Symptom

When creating a new user in SU01 the following error occurs:
"Error while determining the IANA time zone: No mapping to IANA time zone found for SAP time zone xyz"

where "xyz" is the problematic time zone.
