3650121 - BADI_LO_TM_SHP is not triggered during save process for outbound delivery

User is utilizing embedded SAP Transportation Management (SAP TM) based on LE delivery. Currently delivery documents are integrated with SAP TM by following the logic mentioned in SAP Knowledge Base Article 3386567.

To address specific business requirements, such as special conditions like Incoterms that cannot be handled by the standard configuration, BAdI BADI_LO_TM_SHP has been introduced to modify or clear the TM control key for delivery.

While this functionality operates as expected for inbound deliveries, it appears that for outbound deliveries (without reference), the BAdI BADI_LO_TM_SHP is triggered before the Incoterm is entered at the header level. This behavior is preventing the suppression of delivery integration on the TM side.
