3650339 - "To be Hired" flag does not update when termination record is imported

After termination record is added via import or API upsert, no record is added in position to update "To be Hired" flag from "No" to "Yes"

1. Import termination record for an employee 
2. Click on the related position 
3. No record is added to the position showing "To be Hired" flag changing from "No" to "Yes"

Expected behaviour - "To Be Hired" adaptation is not triggered via Termination import or API. The to be hired flag is not updated as there is no position change but an employment status change. 

"To Be Hired" adaptation only takes place if the position is changed and if the employee has an active employment status. For example, the "To Be Hired" status is not updated when you import Job Information with the termination event.
