3650887 - 'No Authorization to start the UI for transaction S_ER1_70001448' error when accessing SSCUI 107023 - in SAP S/4HANA Cloud Public Edition

When trying to access SSCUI/Configuration Activity "Assign G/L Account to an Expense type" ID 107023, the following error messages are raised: 

• No Authorization to start the UI for transaction S_ER1_70001448

• SAP Central Business Configuration (CBC)
• SAP S/4HANA Cloud, public edition

1. In the CBC workspace click tab Configuration Activities
2. Search for the Configuration activity 107023
3. Click on the entry
4. Click button "Go to Activity"
5. The error message is raised.

CAUSE 1 - Missing Business Catalog.

CAUSE 2 - SSCUI is specialized for certain countries: AE, AT, AU, BE, BR, CA, CH, CZ, DE, DK, ES, FR, FI, GB, HR, HU, IE, IN, IT, JP, KR, LU, MX, MY, NL, NZ, PH, PL, PT, RU, SA, SE, SK, ZA.

CAUSE 1 - Missing Business Catalog.

1. The SAP_CA_BC_IC_LND_FIN_GL_HR_PC business catalog should be added to the BPC_EXPERT business role (or to the similar role in use) for Croatia.
2. Additionally, to have editing rights, please ensure to grant "Write Access" to "Unrestricted" for the BPC_EXPERT business role (or for the similar role in use).

CAUSE 2 - SSCUI is specialized for certain countries: AE, AT, AU, BE, BR, CA, CH, CZ, DE, DK, ES, FR, FI, GB, HR, HU, IE, IN, IT, JP, KR, LU, MX, MY, NL, NZ, PH, PL, PT, RU, SA, SE, SK, ZA.

The SSCUI will not be available for countries not mentioned above.

If causes 1 and 2 did not solve the issue, please create a case for the CA-CPD-SS component and inform the affected CB user (KBA 2838282).
