3651076 - Translation for attribute not properly held in definition

Description not being held in global attribute translation.

When feature was developed, it was decided to store attribute value description translation at product level rather then global attribute definition due to lack of versioning for attributes. Information is also retrieved from product level in quote itself, therefore, no differentiation can be seen.

If multiple items use the same attribute and a change is done to its long description, it is needed to re-sync all related products.
