This because of the misconfigurations in Onboarding Integration Setup page.

If you enabled "Apply Onboarding to Job Requisitions that meet ANY of the following criteria" in Onboarding Integration Setup, you must only maintain values in one filtered field and let the other filtered fields blank.

1. Admin center ->  Onboarding Integration Setup.
2. Enable "Apply Onboarding to Job Requisitions that meet ANY of the following criteria".
3. Select field A and maintain the selected values in field A.
4. Reselected the other fields and ensure the values in other fields are all blank.
5. Save the configuration.
