3652528 - Auto UD is made even if result recording is missing for inspection lot

Symptom

Inspection lot has a task list with characteristics assigned. The lot has no results recording. The automatic usage decision job (program RQEVAI30, transaction QA10) picks up the lot and does the usage decision, which is not expected.
