Performance Form (step) does not appear in To-do task, but appears in For You Today card

1. Launch form
2. Go to Home page
3. See that the form is showing in For You Today card
4. Check to-do list, form step is not showing in Review Performance

If the step due date is enabled, and step has a due date set not within the next 90 days.

Expected behavior.

If the step due date is enabled, forms appear in the Todo panel only if the current step has a due date set within the next 90 days. Otherwise, they won't be displayed. This is a legacy setting.

Before the Todo Card was introduced, this behavior was controlled via management tool. Since the release of Todo Card, the Todo panel planned to deprecate, and the management tool has been hidden.

If other systems don't show this behavior, it's likely because the restriction was not enabled during the HP3 phase.
