3653798 - Issue with exporting using "changed and deleted items" option in app Export Software Collection - SAP S/4HANA Cloud Public Edition

When using the "Changed and Deleted Items" option in the Export Software Collection application, all items in the collection are exported instead of only the modified or deleted roles.

SAP S/4HANA Cloud Public Edition

1. Access the Export Software Collection application.
2. Select the collection.
3. Use the "Changed and Deleted Items" export option.
4. Observe that all items in the collection are exported, including unchanged items.

It's because this is the first export of the software collection after the upgrade to new version. During the first export and check of a software collection post-upgrade, all items are taken into account to ensure a consistent state in the import system, especially if previous collection versions have not been imported yet. 

This was introduced with release 2502 to ensure a more consistent state between the development and production system.
