The user with the access to one of the child members can enter data point comments to the parent member.

• For instance, the dimension ENTITY is enabled with the data access control.
• ENTITY member Asia is the parent member of ENTITY APJ and CN.
• A user has the read access to APJ and no access to Asia.
• This user is able to add data point comments to the data cell associated with Asia.

If a user has access to the child, then this user has the access to the parent too and can add a data point comment.
