3654184 - Why am I receiving the "!Tax ID is already configured for a different customer" error in my Test account?

When trying to create a configuration for External Document Service in my SAP Business Network Test account, I am unable to add my Tax ID.

I receive the error message: !Tax ID is already configured for a different customer.
