3654463 - Comments are not visible when resubmitting a questionnaire from the To Do task

Comments are not visible to internal users when accessing the questionnaire from the To Do task action button during resubmission. Comments are visible when accessing the questionnaire directly from the SM User Interface, but not when performing the resubmission from the To Do task.
