3654861 - If LDAP is unavailable, cannot isql into Replication Server - SRS

Symptom

If LDAP is down,  then cannot isql into RepServer as ‘sa’

SRS LDAP user_authentication_source 'any' does not appear to fall back to rs_users for password validation.

isql will exit with error "ct_connect(): user api layer: internal Client Library error: Read from the server has timed out."
