Users can view and edit other equipment categories tasks that are not assigned to them.

1. Login as an onboarding responsible user.
2. Observe that the user can view and edit equipment tasks that are not assigned to them.

That is the expected behavior.

The assignee of the Equipment Request task, if they have Onboarding or Offboarding Object Permissions, Equipment Task/ Equipment Type View/Edit permissions, and the target population is correct, can view the candidate's other Equipment category tasks. 

The difference is that for other Equipment category tasks, since they are not the assignee, they will not have the start button. However, the user can edit tasks that are not assigned to them by click view details > edit task.
