3655361 - Enabling custom characteristics from operating concern as receivers in TDD(Top-Down Distribution) allocation cycle.

Symptom

It is required to distribute costs via Top-Down distribution to the custom/Z characteristics created under the operating concern but these characteristics are not available in 'Receiver' side when creating cycle in Manage allocation app (ID F3338)
