3655673 - 'Manager' / 'Direct Manager' Not Visible On Profile Preview / Public Profile Despite RBP Permission

When viewing an employee's Profile Preview / Public Profile, the 'Manager' / 'Direct Manager' section does not show despite having RBP permission to 'Employee Data' > 'Manager (View)' as per the handbook.

1. Log into environment
2. Search for a user in the global search
3. Select the small window in their search to bring up the public profile and spotlight
4. See their information on the left side of the spotlight - but where the 'Direct Manager' item should be, there is instead empty space

While 'Employee Data' > 'Manager (View)' permission is needed to see the 'Manager' / 'Direct Manager' field in general, the 'User Search' permission also needs to be granted, with the Manager in the target population, in order for the system to be able to perform the correct API call for that particular user to show them on the Profile Preview.

Review the RBP permissions of the user who is trying to view the public profile / profile preview, and make sure they have 'User Search' RBP permission, with the expected 'Manager' / 'Direct Manager' specifically in the target population.

NOTE: This 'User Search' permission requirement is only applicable for the 'Manager' / 'Direct Manager' - the 'Matrix Manager', which can also show on the profile preview as per the handbook, bypasses this permission check as it uses a different API call.
