3656219 - DBSQL_DUPLICATE_KEY_ERROR during Statistical Key Figure Creation in Manage Statistical Key Figures (F1603A) in a case involving inconsistent TKA03/TKT03 data

Symptom

When creating a Statistical Key Figure (SKF) in the Fiori app Manage Statistical Key Figures (F1603A), the system terminates with runtime error DBSQL_DUPLICATE_KEY_ERROR. The entry is not visible in table TKA03 (via SE11/SE16N), but the insert fails with a duplicate key error. This behavior can block further configuration activities (for example during business configuration or related setup steps).
