When creating a Statistical Key Figure (SKF) in the Fiori app Manage Statistical Key Figures (F1603A), the system terminates with runtime error DBSQL_DUPLICATE_KEY_ERROR.
The entry is not visible in table TKA03 (via SE11/SE16N), but the insert fails on duplicate key.
This blocks further configuration activities (e.g. PPL configuration).
