3656592 - EC information got saved without triggering workflow when approver should be matrix manager

There is a workflow configured in for example job information, but when trying to update the information in a way that meets the condition in the corresponding business rule, the workflow got saved directly.

1. Configure a job information workflow
2. Approver type is Position Relationship, and Approver Role is Matrix Manager
3. Try to update job information and initiate the workflow, the information got saved directly

In the workflow configuration, approver type is Position Relationship, hence the system decides approver according to position matrix relationship, but the subject user's position does not have any matrix position even though the subject user herself has matrix manager.

Correct approver type to Role and choose Employee HR as approver role.
