3657186 - Why does a work order contain activity items that are completed in the past?

• The worker has two work orders that belong to the same (or different) SOW and the system generated activity items that were already completed
• The new work order start date is in the present year, but it is showing activity items completion date from a few years ago
• We think that this might be related to the Consolidated Worker module, but this shouldn't be the correct behavior of the workflow for Activity Items
