[3] The user to login BAS/BTP Subaccount is the same user in SAP S/4HANA Cloud Public Edition. 

Check if the user exists in the related tenant in SAP S/4HANA Public Edition system.

[4] Check if the related business role (SAP_BR_DEVELOPER) is assigned to user.
