3658092 - Form I‑551 Not Available in Section 3 Reverification – Onboarding

• When performing Reverification (Section 3 of Form I‑9) in SAP SuccessFactors Onboarding, the document type “Form I‑551 (Permanent Resident Card / Green Card)” is not available in the drop-down list.
• Administrators or HR users attempting to complete the reverification task for employees who presented a Permanent Resident Card may notice that only visa-based document types (e.g., I‑766, other employment authorization documents) are visible.
• As a result, the reverification task cannot be completed using a Permanent Resident Card.

SAP SuccessFactors Onboarding

1. Navigate to Onboarding > I‑9 Reverification tasks.
2. Identify an employee who previously used a visa-based document and is now eligible for Section 3 reverification.
3. Open the employee’s Section 3 Reverification task.
4. Attempt to select the document type presented by the employee.
5. Check the Document Type drop-down; notice Form I‑551 (Permanent Resident Card) is not listed.
6. Only visa-based documents (e.g., I‑766, other EADs) are visible. 

• According to USCIS guidance, employees who hold a Permanent Resident Card (Green Card, Form I‑551) do not require reverification, even if they initially used an Employment Authorization Document (EAD).
• Therefore, the absence of the Permanent Resident Card in the Section 3 document drop-down list is expected system behavior, not a defect.

To ensure compliance:

1. Do not complete Section 3 reverification for employees presenting a Permanent Resident Card.
2. Instead, complete a new Form I‑9 for the employee using the Permanent Resident Card as supporting documentation.
3. Close the original Section 3 task in SuccessFactors; no further action is required for reverification.

This process ensures that the employee’s citizenship status is accurately recorded in SuccessFactors without violating USCIS requirements.
