During foreign bank transfers , the second journal entry for is not being created during the DME file output printing.

This is standard behavior: only one posting is generated when using the JP_ZENGINKYO_I_XML format for Foreign Bank Transfers.

For domestic ZENGINKYO payment formats, two postings are created (via the bank clearing account).
