3658365 - Syntax error dump when open IQ01/IQ02/IQ03, IQ09. IE02 and IH08

Symptom

The issue normally happens after system upgrade, SYNTAX_ERROR dumps have been generated for the transactions that call RIEQUI21/RIEQUI20 program, for example , IQ09, IH08, IE02 and IQ02. The below info is documented in dump detail:
