3658498 - How to restrict consolidated worker update option to specific approvers

• The option to update the Consolidated Worker (CW) ID on the approval pop-up window is available to roles other than the intended approvers (e.g., TAPFIN PMO and Administrator).
• Hiring managers are able to access options such as creating a new consolidated worker or merging with an existing one, which is not desired.
• The issue is observed in the Profile Worker (PW) and Contingent Worker (CW) modules.
• The CW selection option is available during edits but not during the approval process.
