3658711 - NetWeaver 7.5 AS Java Installation Failed with Error Msg : Unable to connect to the database as user sapsa

While  installing a NetWeaver 7.50 AS Java system on ASE 16 SP04 PL07 using SWPM with the Distributed System option.
The Java Primary Application Server install is failing.

In the SAPINST_DEV.log noticed the following error messages:
