3658764 - Unable to create Transportable TR while using /UI5/UI5_REPOSITORY_LOAD

• Running SAP Transaction code SE38 /UI5/UI5_REPOSITORY_LOAD and while uploading a BSP Application manually, the users are not able to select a transportable TR instead it creates as a Local Transport Request (TR)
  • Let the following be the case study or example:
    • It used to worked before, and it allows a transport to be selected.
    • Application is assigned to ZFIORI and the package is not temporary.
    • There is no option to select any other Transport request and when we are trying to create a new TR it is creating a local TR.
    • System is configured for automatic transport recording but the same setting was maintained in the older Fiori Quality system (FQA)
