3659332 - Miscellaneous invoices submitted after cost allocation change are still taking up old cost center

1. A Cost Center was changed via Worker Cost Allocation tab and new Miscellaneous invoices are still reflecting the old Cost Center.
2. Time Sheets submitted during the same period are correctly reflecting the new cost center.
