3659596 - Planned orders created in PP/DS through MRP Live or /SAPAPO/RRP3 Product Heuristic are missing order numbers

Symptom

Planned orders are not generated correctly from MRP Live or /SAPAPO/RRP3 Product Heuristic, for they are missing order numbers. Also they are not transferred to S/4 side, delta Report identifies these planned orders as "Missing in R/3 Without External Key" (Message /SAPAPO/CIF153).
