Symptom
- When a workflow is updated, it is not resubmitted.
- Different behaviors for 'Edit Transaction' field configuration.
- Previous approver update the workflow submission but the next approver doesn't receive the updated version of the form.

Reproducing the Issue
- Go to the Workflow
- Click Update
- Make changes
- Click Save
- Observe that the workflow is not resubmitted
Cause
This behavior is expected when the workflow is configured with Edit Transaction → Edit without Route Change.
Resolution
To ensure the workflow is resubmitted after an update, configure it as Edit with Route Change instead of Edit without Route Change.
Overview of Options:
- Edit with Route Change
- Approvers can modify the workflow transaction.
- After changes are made, the transaction is re-evaluated and a new workflow is automatically triggered.
- The new workflow can be the same as the original or a different one, depending on the changes.
- Edit without Route Change
- Approvers can make changes and update the submission.
- The workflow then continues to the next step without creating a new workflow.
