3659788 - ESH connector has usage restriction "not in runtime load" in ESH_DASHBOARD

Symptom

In ESH_DASHBOARD, an ESH connector has active status, but the "Usage restriction" field has value "not in runtime load" in ESH_DASHBOARD.

For example, the ESH connector CD$ALL~ESH_U_EQUIPMENT~:

The connector CD$ALL~ESH_U_EQUIPMENT~ is actived but "Usage restriction" field has value "not in runtime load".
