3660034 - Changing the Ship-To Party does not trigger the BAdI BADI_J1B_TAX_SITN

Symptom

The SAP Note 3641807 - Tax Reform: Extensibility for CBS and IBS Tax Situation Determination for Outgoing Processes has been implemented.
The BAdI BADI_J1B_TAX_SITN method DETERMINE_FOR_OUTGOING has been coded to consider a change in the parameter ADDITIONAL_PARAMETERS_FOR_BADI-CUSTOMER.
The ship to party is changed however the expected code is not executed.
