3660165 - Error "Operation is not enabled" When Assigning Resource to Demand in the "Manage Project Demand" App

Symptom

When assigning resource to a resource demand in the "Manage Project Demand" app, error "Operation is not enabled" is triggered.

Environment

SAP S/4HANA Cloud Public Edition

Reproducing the Issue

  1. Open the "Manage Project Demand" app
  2. Create a new resource demand
  3. Assign a resource to the demand under Assignments tab
  4. Press Create, error "Operation is not enabled" is shown

Cause

The “External Staffing” demand type is activated in the configuration activity "Activate External Staffing for Enterprise Projects" (ID: 106941). Please note that the activation cannot be reversed.

Resolution

After the activation, users can plan resource demands, but cannot create or change resource assignments in the "Manage Project Demand" app. Resource assignments must be created using an external solution and can then be displayed in the "Manage Project Demand" app.
