3660540 - User count in destination starts decreasing automatically after promotion

Symptom

While migrating (promoting) users and usergroups using any Promotion management tool (Web, CLI or PMW) from a source to destination environment -    

  • While several batches of users and usergroups successfully promoted 
  • Some of the jobs (batches), while showing successful messages, but on checking the data in the destination show that the user count continuously decreases after the job completion.
  • Eventually the promotion remains unaccomplished despite success status. 
  • In most cases, SAP BW users and groups are impacted.
