3661251 - When changing the Default Layout the Default Layout window does not appear and an error is shown.

Symptom

For non-super users, when changing the Default Layout for a document that is not a Marketing Document (i.e., one without a Business Partner, like a Pick List), then the Default Layout window does not appear.
