• Deployment of an application from SAP Business Application Studio (BAS) to the S/4HANA Public Cloud Development Tenant fails.
• Error message received: "400 error with the message 'You are not authorized to create.'"

Business Application Studio

1. Open SAP Business Application Studio (BAS).
2. Attempt to deploy an application to the S/4HANA Public Cloud Development Tenant.
3. Observe the error message: "400 error with the message 'You are not authorized to create'"

• The SAP_A4C_BC_DEV_UID_PC business catalog, essential for deploying SAP Fiori Applications, is included in the SAP_BR_DEVELOPER business role template.
• The required business roles are assigned to a different user instead of the user attempting the deployment.

Assign business catalog SAP_A4C_BC_DEV_UID_PC to an existing business role(created from business role template SAP_BR_DEVELOPER), or create a business role from business role template SAP_BR_DEVELOPER. 

Ensure Write Access of the business role is Unrestricted, and assign this business role to the user attempting the deployment.
