3661399 - Variables selections are not saved in AO Workbook even when 'Store Prompts with Workbook' property is selected

Symptom

Variables selections are not saved in AO Workbook even when 'Store Prompts with Workbook' property is selected for the workbook.
In Bex query designer/BW modeling Tool, the variables are Processed by Manual Input/Default Value, variables' dimensions has set 'Refresh Behavior' as 'As Designed'.
Same issue can be reproduced in a RSRT bookmark.
