3661485 - Package status being changed after running controls - FC 10.1

When opening a published package from the FC Desktop Client → Package Manager, running the controls, saving, and then closing the package:

•  The package status changes from Published to Edited.

In the HTML5 client, the behavior differs depending on the button used:

•  Save button → changes the package status to Edited after running controls.
•  Save and Publish button → keeps the package status as Published.
