3661743 - Project owner able to add suppliers that don't match eligibility criteria in classic sourcing

• Project owner group users are able to add suppliers that do not match the eligibility criteria to the event
• Minimum Supplier Status for Event Participation rule set to Qualified does not prevent  the Project Owner from adding suppliers to the event
• Suppliers that do not match the qualification status can be added but owner cannot publish the event due to an error message Error: Suppliers that do not meet the minimum required qualification status have been invited to this event. The minimum required supplier qualification status for this event is Invited
