3661774 - Does parameter login/password_max_idle_productive affect System and Service users?

Symptom

Documentation for parameter login/password_max_idle_productive (which defines the maximum period of days a productive password can go unused since it was last changed) state that "a productive password is a password set by the user".

When a user administrator (not a regular user) sets a password for System or Service type users, it is automatically a "Productive Password" (since System and Service type users can't change their passwords themselves).

Since those passwords are "productive" but are not "set by the user", it's unclear whether such passwords are included in the scope of parameter login/password_max_idle_productive.
