3661973 - Approval Issue in 'My Inbox' Fiori App Due to Mandatory Decision Note

Symptom

When attempting to approve workflow user decision step from the 'My Inbox' Fiori Application, a pop-up box appears requiring a comment or note. Although the decision note field is set as optional, the system does not allow the approval to proceed unless a comment is entered.

Error message displayed: "Can not process task. For more information, see the details. User decision XXXXX can only be completed by defining a decision note".
