3662425 - Error V727 " Output Text &VBAP& is being used by target systems. Delete is not allowed" in SAP S/4HANA Cloud Public Edition

When attempting to add or change a language for a standard output text ID (e.g., 8VBAP8) in SSCUI 101873 – Define Output Texts or SSCUI 101291 – Set Up Text Determination for Delivery Header, the following error is triggered:

Output text &VBAP& is being used by target systems. Delete is not allowed.

SAP S/4HANA Cloud Public Edition

1. Navigate to the app "Configure Your Solution" or SSCUI 101291 (Set Up Text Determination for Delivery Header).
2. In the configuration activity:
   • Choose the "Access Sequences" section (or similar depending on the system version).
3. Attempt to create a new access sequence:
   • Click on "New Entries" or copy an existing one.
   • Enter a custom key (e.g., Z001 or ZTXT) and description.
   • Try to save.
4. Expected behavior: The custom access sequence should be created successfully using a Z key.
5. Actual behavior: The error message "Select a key from the allowed namespace" is displayed.

The error occurs because SAP S/4HANA Cloud Public Edition enforces strict namespace rules for configuration objects such as access sequences and text IDs.

• For access sequences: only numeric keys in the range **9000–9999** are allowed.
•  Keys starting with 'Z' or 'Y' are **not permitted** in this context, even though they are typically valid for other customer-defined objects.

Additionally, when working with output texts or text determination:

•  Standard SAP-delivered text IDs (e.g., 8VBAP8) cannot be modified or overwritten.
•  If a text ID is already used in other configuration activities (e.g., output determination, business partner texts), the system applies **veto protection** and prevents changes. This may trigger message **V727**: *“Output text &1 is being used by target systems. Delete is not allowed.”*

Use an Available Unused Text ID

1. Search for SAP-delivered text types (e.g., TX01, TX03, TX99) not actively used in your current configuration.
2. Assign a custom access sequence (e.g., 9101, in the 9000–9999 range) to this text ID via SSCUI 101291.
3. Assign the text ID in an existing text determination procedure.
