3662479 - API_SALES_ORDER_SRV creates sales order with reference to value contract successfully, even when value contract has been exceeded

Symptom

Depending on the value of the Contract Release Ctrl field (TVAP-RKTIO), it is not possible to create orders in VA01 when a value contract item has been exceeded. However, API_SALES_ORDER_SRV creates the order successfully.
