3663000 - Goods issue cannot be created in "Check Document Flow" in /SCWM/CHM_LOG

Symptom

The goods issue status for outbound delivery order is not updated although stock is no longer in warehouse. When trying to create the GI document flow link in /SCWM/CHM_LOG transaction, below ABAP dump is raised:
